Why not?

In a Sunstar Cebu report "‘Little mayor’ nabbed in raid", the little mayor was named but the name of the present town mayor was not. Nothing wrong there really, except that further into the news report, another person was named as probably on the take, and he is described as a technical assistant of the acting mayor of Cebu City, the report also including the name of the acting mayor. Why is there a difference in the treatment? Isn't the name of the town mayor as important as the acting city mayor's?

The welcome page of the online edition of Sunstar has a picture of the little mayor, the caption accompanying it states the name of the town mayor. So perhaps there is fairness in treatment? What do you think?
