Will probably not

They could be hoping for the moon, or might as well be the sun, but I doubt he will sign.  

This commitment will cost lots (for something that might not be useful enough), and while we have the budget, this government will not spend for this (or for many other things, too).  

But it could be money well spent for other things.

Update:  well, he signed it.  Now he is committed to spend a lot.  Good luck.
