Biofuels use = increase in GHG emissions?

A memo from Alex Farrell and Michael O'Hare of the Energy & Resources Group of the University of California Berkeley RE: Greenhouse gas (GHG) emissions from indirect land use change (LUC)on January 12, 2008 says that greenhouse gas emissions could increase if biofuel crop production increases. While they also say that there could be the possibility that GHG emissions could drop, they also point out that "we do not expect better analysis to change the overall result that land use change will be found to be a very large contributor to the global warming impact of the biofuels evaluated here."
